Can't ask for being Thane in Riften
I've shut down Skooma operation, but I don't have option to ask for sth more to trigger 0/x helping counter. Is it because of my level or similar active quest in Winterhold (picked it b4 I've realised I should do this only after starting Elder knowledge quest)?

Riften is weird in regards to becoming Thane. After the Skooma quest, you have to help five people in the Rift then you'll get a quest saying go talk to the jarl. I think also you have to buy a house but I forget.

indeed after you helped 5 people you get a message to return to the jarl then the dialog appears .... then she says that every thane has to have a residence within the city walls after you get the option to purchase honeyside from her steward then say to the jarl you purchased the house and she makes you a thane.

Some of the Thane quests have other requirements. I'm pretty sure the Riften one requires you to have advanced to the dragons being active, can never remember the name of that quest. Make sure you've completed up to journeying to High Hrothgar being your active quest or further. You can have all Thane quests active at one time, there is no limit.

No, it doesn't require that. One of the possible quests for helping people is to go to High Hrothgar - but not a requirement.
As always, the definitive answers can be found at http://en.uesp.net/wiki/Skyrim:Skyrim
In this case, specifically: http://en.uesp.net/wiki/Skyrim:Thane_of_the_Rift

Hmm. That one is interesting. You have to help people before the quest pops up? There's no tracker associated with it.

There is another MQ requirement though, smr. Using LAL, I can't do the Thane quest until I have done a portion of it. I tend to run up to the point where I become Thane of Whiterun though since it's all clumped together in one little area. I think Laila and Anuriel (right name?) have to have their little dragon talk before you can initiate the finish of this one.

Unlike every other Thane quest, the "Assist the people of <Hold>" part does not appear in the journal, and must be completed before the Jarl will make you the offer. A new quest "Speak to the Jarl of Riften" will appear under Miscellaneous when you have completed enough miscellaneous objectives
