if blocking certain ip that handle the digital certifictes
content verification can so be blocked.

might also be that bugthesda, when they did the last windows 10 build that they forgot to add the correct details.
sometimes its a rush job where they forget stuff

most improtant is: so you can still play the game

not first time bethesda (bugthesda) forgotten to set details and proper build settings that is *giggle*

ok thats a new one even for me the big questions are the following: computer specs and if you use/dont use mods and if you do post a load order for the experts to look at and they could tell you more

What OS do you use?
and do you run it in a Virtual Machine?
is your OS working and installed corretcly?

unknown publisher seems like OS needs either a full reinstall and proper setup or just proper setup. since something is broken in its internal registry not working.

and some system services and function are either disabled, not running or not even installed.

can also be a rights issue

check so you do not have User Account Control locked folders used for steam and its games.

if you have it in UAC locked folder:
uninstall all steam and its game
and put steam like
C:\Games\Steam
and reinstall steam and all games all over again.

User Account Controlls locked folders are:
C:\Program, C:\Program Files, C:\Program (x86), C:\Program Files (x86)

like the Windows Application Indentifications Service that Windows 7 and higher uses to determen its maker and program settings.

Im on the latest version of Windows 10 and im not running it on a VM. I did some research and it seems like other people also received the message from "Unknown Publisher". I don't think I should worry since everything seems to work fine and when I reinstalled Skyrim it didn't ask for permission. I really appreciate the help!

lastly check for windows update and do check it as administrator to make sure it can update the content with the correct rights
to be sure its administrator right create a link of windows update and then right click and run as administartor to be sure its updates check and such correctly.

windows updated is offen a weird patch job where it if you not run the updates as administrator some patches are ignored that would update program identifier library and such...
for this reason its better to check so you have it up to date with administrator rights
