Is there a way to diagnose CTD's and freezing ect in skyrim se?

Yes, where and when are you crashing? Is it locational (as you cross a certian point or enter a load door), is it situational (crashes when a quest stage triggers)? And plenty of other causes it depends on the type of crash you have, more information including load order will help.

I usually crash around whiterun, i used to have open cities, but then i uninstalled and started fresh, now it just crashed while trying to load into whiterun.

ok, Ijust ran skyrim and i had an autosave in whiterun, i loaded it and everything was fine, then I made a hard save, any suggestions?

For ctd when loading into an area best place to start is to open xEdit and see what mods change the area. Then that list gives you a starting point. Try it on a new save without those mods, then add them in a few at a time until you ctd again. You may not need to get rid of the mod, sometimes a load order change can fix it.

Top of xEdit type Whiterun in the Editor ID search box, everytime you hit enter it will bring up a record with whiterun in the name. As the records come up the right pane will show all mods that edit the record. You will be lookig for something in the cell records more than likely.

i searched but i found no bad conflicts, there was elfx,verdant, and other visual mods but nothing else, btw i filtered to show conflict losers was I supposed to do that first?

Do it without the filter, and it may be a combination of mods rather than just one.

This is just a starting point. I had a ctd on an oldrim build and it turned out to be two mods that placed a load door in the same spot. Never went anywhere near the area but caused random ctd. Anyway, this is the best place to start.

oh and btw should I be using the particle patch for enb with ELFX, because i get alot of conflict with those 2

I do not know enb, I have never used them so I can not answer that.
