go back to the castle, he will tell you to recruit 2 more members and you can follow the storyline from that point on
Do you have any mods installed?
do that quest and return to fort dawnguard
if all else fails and you want to try and force it a bit (careful you can break your safefile with this, save before doing so and if it doesnt work load that savefile)
go up to isran, open console, click on him, type "showinventory" to make really sure you clicked on him and not some dust infront of him, if his inventory shows up type disable, it should make him disappear, now type enable to get him back and try if he now responds
again, even if this works it can cause issues later on, but better than nothing i suppose
AND BEFORE DOING SO CHECK FOR THE QUEST AS THATS THE EASIEST WAY (you forgetting the name of it i mean)

op did you teleport to the castle via the coc command? if so that might be the reason fasttravel to riften and enter normally, fasttravelling to the fort should work too but for peace of mind travel there normally once ;)
So you have the mods from nexus, assume that you have installed them whit Vortex then?
Did you sort your loadorder?
If you load is wrong you can have all sorts of issues.
