How to marry Mjoll the Lioness?
Level 29, thane of Riften, I own house, have Mara amulet, no married, returned her sword, so... wadafok?

I think it also mattered that you speak to the priest first, in order to know that you can marry someone. And also, I think you have to choose a certain dialoge option at the beginning.

I took mara amulet and thought that its enough, you was right, I needed to talk with priest first, about possibility to marry in temple. Thanks, you saved my day.

the bad thing about characters like mjoll is that they will never live in your house they will always go back to their standard locations.

Speak to the preist in the temple and get an amulet of mara, wear it and ask her.

Do you have USSEP / USLEP? Also, NPCs travel much slower than you when you fast travel. You should wait for them for about 24 in-game hours. If they're still not there, try sleeping in the bed. If you don't get Lover's Comfort, there's something seriously messed up with your game. If you do, then download USSEP / USLEP and use LOOT to sort your load order. If it still isn't working, I can't help you, I'm not an expert.
