Report a translation problem
For example, you can go to Whiterun and hear people talking about "They're reforming the Dawnguard." You can then take the carriage to Dawnstar and start the quest. Although I'd advise against doing so before you've completed the main questline since once activated the vampires will attack the cities and you are likely to lose important NPCs.
And as Blackshadow says they dont start right away.
Heartfire is lvl 7
Yeah I didn't mean to suggest that they could be started at lvl 1. Only that once you hear the townsfolk talking about the Dawnguard you are free to go there and start the quest.
For Dawnguard, just travel to Fort Dawnguard and speak with Isran.
Hearthfire, bring a bottle of Black-Briar mead to the Jarl Siddgeir.
Dragonborn, go to Windhelm docks and hire the ship.
