m'aiq the liar - stuck
Found him in the encounter spot between whiterun and riverwood, he's been there every time I went past there since, even during other encounter spawns.

Any way to "unstuck" him?

If you have his id, you could try the move to player command, then go back to that spot and see if he's still there.

mm, he did move eventually, I think he is supposed to run away but if he tp's out after i leave the place for a while, seems ok.

Had somewht hoped the USSEP would have fixed well, every single bug in the game, definitely been smoother then without though so far.

I find maiq to be sort of like a tree, just a fixture you run past. Never any point to listen to his gibberish.

Sadly removing every bug would probably require them to write the programme specifically for your PC, since differences in hardware contribute to bugs. Some are unfixable, for various reasons, usually fixing them creates bugs elsewhere.

USSEP has never claimed to fix everything, just as much as they can, and even then some people don't like the way they've fix the bugs.
(usually when it removes an exploit or mechanic they've been using, you explain why but they don't listen)

SO far I know about the black star nerfed to function as it should and resto loop gone, neither do I have a problem with.

Pretty much every othr change i've read about in it "fixes" the game, though alchemy FEELS like it should be magic.
