Freeing Thorald Grey-Mane isn't working.
So I break in, unchain him... and he stands around not following me. If I talk to him, I just get the same two comments. When I walk close he says to get out as fast as we can... but he just seems to hang out by the wall for some reason.

Any way to force him to follow me?

Got the same issue. Follow these steps to finish the quest.

[in a nutshell] you want to port him out of the first room next to a weapon stand. There is one after the first room if you move further to the room with the slaves. He grabs some elves sword and suddendly moving like he should - Quest solved.

Introduction
1. keep space to thorald, open your console, click thorald with the cursor
2. write down "moveto player", he ports next to you
3. repeat 1. and 2. until you stand next to a weapon stand, you port him next to a weapon stand
4. he get triggered by the weapon stand, grabs a sword and magically starts moving
5. finish the quest by escort him out.

is the quest log still active? if not then just leave, if it is just try leaving the building, then if still not there and the quest is active try wait or warping

Yeah, it's telling me to escort him out of the building. But he won't go anywhere. He starts moving, then turns around and walks up against the wall where his shackles are.

Can I teleport him to me or something? Maybe that would fix his pathing.

yea, open up the console, click on him to get his id, close console, leave the dungeon and then open console and type "move to player" then close console again and he should appear.

other than that its reloading a previous save or try moveing away from him and skipping an hour or two to see if it helps

Move to player doesn't seem to do anything? What's the exact format of the command?

The command it moveto player also the id you get from the game won’t do anything you need the refID, in this case 00039C8D. So to Get thorald to your location you would type “moveto player 00039C8D” or just 39C8D zeros are unneeded.

Yo do not use the console for "fixing" stuff or doing quest related things. Just ... don't.

I ended up just using the console to complete the step of the quest, so I could then just go turn it in.

And the console is fully intended for fixing stuff. It's the only way to get around some things when they bug out.

Things start off bad with broken quests and NPC's. Or are you saying it's best to just ignore all the content that just doesn't work right for one reason or another?

Using it to finish quests is not recommended. When you use the console to complete a quest, it does not activate any related quests, which it would if you did it normally. This can break questlines.

Thank goodness that there are some people who know so much more than myself and others here! Now I know where to look when I come across some problem - I was really worried for a while that I might just never know!
