The Elder Scrolls V: Skyrim Special Edition

two music tracks overlapping (no mods installed)
main menu has two tracks one loud one and another quieter one that starts a second after the first, moving the cursor over menu options makes the quiet one cut out for a second.
Also happens during gameplay.

Tried veryfying files - all good.
this is a fresh install, no mods whatso ever.

any idea why this could be happening?

I've heard of it happening from another mod playing at the same time occasionally, say for example a combat mod. Maybe someone will come up with a solution but I don't think I've even heard of that problem before unless someone mentioned it and said they just live with it. But maybe it's a know problem, honestly I don't know.
You say it happens in main menu and during game. Any specific time as in combat only or anytime music plays? or any specific time?
I see your post has been up for several hours with no reply. Maybe someone will have a solution, in the mean time I'll let you know if I come up with anything.

Delete the ini file, then verify your files.

I was going to suggest to Verify your game files but wasn't sure if there was a fix for your problem first. But I would do it the long way similar to what TheDesertedKnight suggests just a couple of extra steps by either clearing your appcache or delete it. Maybe that's not necessary so anyone chime in if you feel that's the case. I feel it's the best way to clean and validate and I think it takes less time than doing a clean vanilla reinstall but there are a couple of simple but important steps. I tried deleting the ini files, clearing my cache. No luck.

In regards to does it happen outside the main menu? yes. fighting dragons is awful

I'll try a clean reinstall tonight but I'm not hopeful, using USB headphones (Corsairs) and somekind of Realtek soundcard, windows 10, SSD.

Like I said this is somewhat of a known Skyrim thing from what I've seen. I mean it's not like nobody ever reported Audio problems before. Btw, did you make sure your sound drivers are up to date? Not saying that's going to fix it for you but it's a good practice to make sure Audio and Graphics drivers are always up to date.

Anyway, since deleting ini files and cleaning cache didn't work all the reason more to do a Clean Vanilla Reinstall properly.
