There have been thousands of threads over the years with people not being happy with the cape physics mods, and you are going to have to find one you can put up with.
For SSE there's "Artesian Cloaks of Skyrim", this mod will destroy your fps, because unlike, "Illustrious HDT Cloaks of Skyrim" (for Oldrim), it applies the cape physics to everyone instead of just you and your followers. It's buggy as ♥♥♥♥ as well.
I've played Oldrim for countless of hours with "Illustrious HDT Cloaks of Skyrim" and I've never had problems with it. "Artesian Cloaks of Skyrim" on the other hand was a ♥♥♥♥♥♥♥ pain in the ass to the point where I had to uninstall it.
