bethesda hosts that site, not steam
bethesda decides about the rules there, not valve
I don't think steam itself will check nor care about the mods uploaded/used at bethesdas mod menu. Steam workshop itself is something entirely different though.
Therefore, to answer OP;
Unless bethesda does not state otherwise in their TOS, I don't see a reason why there shouldn't/couldn't be adult/sexual content.
I did notice the same, a while ago.
