Report a translation problem
Download it into game from Beth.net.
Do that first up, then ask for more help.
This is caused by missing FaceGenData and/or TintMask files related to a mod you have.
Check the mod archive (Zip, Rar, whatever) for a FaceGenData and TintMasks folder. You need those extracted. If all they have are ESP and BSA, you need a BSA extractor to dump the altered facegendata and tintmasks out as loose files so the game will use them over the vanilla assets.
However, you'll have to find which mod is causing the problem, or else you won't solve the problem by dumping out all of them from each mod.
Alternatively, open the CK and load one mod that affects NPCs' facial appearances (makeups, etc).
Select all of the modded NPCs in the Actors list (Ctrl+Click to select multiples individually), then presst Ctrl+F4 to export the FaceGen data for those modded NPCs.
Start a new game and see if it works (it might work with a current save, but most likely not). If it doesn't, go to the next mod that affects NPCs and do the same thing.
Keep doing that until you find the one that works.
Beth.net is just slang for it, sorry if you got confused.
I didn't get confused. Someone actually registered Beth . net, and since Steam autoconverts links, if someone came along and clicked that link expecting to be taken to Bethesda . net and wound up in a dark corner of the internet.....just something to consider when using shorthand for site names.
Open exe and run CK.
May take awhile.
WHen ready click on file top leftof CK screen
Data Box will show list in game
Tick theses boxes
Skyrim.esm
Apachii Hair.esm or Appchii Hair Females.esm If using these
Or if KS Hairdos If it is this
Or any other mod using hair.(not totally sure if will work)
Click on Set as Active File and OK
Allow CK to load information and when noticified click on 'Yes to all'. may need to be done serval times

Repeat process for other races
Dark Elf Race if changes have been made to them

Imerpial Race
Nord Race
Red Guard Race
Same method is applied if doing a single NPC and is known name. eg. Whiterun Housecarl (lydia)

Check faces in game.
Actual mods with change faces may need actual NPCs that they have used or as the good DR. stated in his thread
