Strange fire flickering

All the fire animations in my game are flickering wrong, the most noticeable being torches and candles/lanterns. My specs are well above the recommended amount, and I've tried disabling all my mods and playing on a vanilla save and even reinstalling the game, but nothing's helped. Strangely, the animations work fine in certain places like The Bannered Mare.

I've looked absolutely everywhere, and I can't find a fix. If anyone could help, it'd be a godsend. Only Nexus and LOOT installed.

One year too late, but this most likely Realistic water two mod. I disabled it and it fixed this flicker... that's odd

Yeah, I know, but maybe this will help someone. The actual fix - increase imaxdesired in skyrimprefs until this goes away. I put mine at 5000.
