Was Ildari Sarothril Neloth's Mouth?

I was re-playing the "Old Friends" quest and noticed that Ildari's grave contained a Staff of Calm, which might seem insignificant to most. However, this reminded me of the Silver Staff of Peace from Morrowind, which was given to Mouths by their Patrons. While they don't have the same effect, they do have a similar premise of representing a sort of Mutually Assured Truce between the two parties (Telvanni are allowed to murder and steal from each other provided they remain alive by the end). This made me think, was Ildari not only Neloths' apprentice, but also her mouth? I'd like to hear thoughts on this theory.
