You will need to re-enable achievements using a mod. This mod is the best to use for that purpose, as it also fixes a number of game engine issues, as well:

It is not a replacement for USSEP. It is a separate set of fixes that are not covered by USSEP. BUT, it also re-enables achievements, so that with it installed, you can use mods and not worry about not getting achievements.

That is because Bethesda made it so that when you use mods, those get disabled, mainly achievements, I dont know how you got the game to disable CC as that shouldnt be disabled, but if you want to get achievements with mods, you'll need to get a mod from Nexus that re-enables Steam Achievements.

Creations are just mods - hence they disable achievements (and it was the console manufacturers who insisted upon it, as on the console, achievements actually do have rewards - so Bethesda had their hands tied - if they wanted the game to be modable for people using the console, that was what they were forced to agree to). Only Official DLC content does not disable mods.

Engine Fixes makes it so that achievements are re-enable regardless of the game being modded or not.

Anyway, the answer has been provided, so it should no longer be an issue for Icing.
