wow you necoed a 2018 post instead of making a new 1 kinda shocking, cbbe does effect npcs, don't think hair does (though pretty certain there is least 1 mod that uses it as a requirement to do it to npcs).
look at mods description or go to its comments and click forum view and search I mean if you dug for a 2018 post that so old the mods they sugges tdont even all exist any more (like Beauty of skyrim was removed by maker because he had a massive mental break down) you should not find it to hard to find the information. A lot easier and better just to do that for all mods most likely they all been answered and most will likely have that sort of info in description.

It's 2021... But I would go first with WICO mods, with all Bijin Mods, and Children Overhaul.
