Found a thief's cache in Riften
Haven't noticed it before is this a mod or default game? if it is then nice detail :).

It's part of the default game. The Thieves Guild have caches all over the place.

It's part of the game, there should be a nearby shadowmark telling you the cache is there.

in short:
after you do the special reuptation quest for the 4 major towns (solitude, whiterun, markarth, and windhelm) there should be 3 thief cache barrels in that town..
for riften's thief cache barrels to appear you just need to 'officially' join the guild.
