As it is I've just gotten rid of all the causes I know of.
Are you using USSEP? That eliminates all sorts of bugs, which might include this.
As a very last resort, you can try resetting the ai on Odahviing. This may have unintended consequences.

When setting Odahviing free, if you talk to the guard before allowing Farengar Secret-Fire to complete his interactions, Odahviing will become hostile and you won't be able to talk to him.
Can be fixed on PC by selecting Odahviing in the console and using the command "resetai".

A second post suggests leave the hall where you catch Odahving then re-enter.

Get fairly close to Odahviing in first person view then open the console.
Click on Odahviing then type "resetai" (without the quotes).
Close the console.
Good luck.
Or the resetai command, which might jinx something else (might not definite)
If you can't reload an earlier savegame and redo the Odahviing fight correctly, there might be some console commands to "pacify" him.
