bug in quest "the world-eater's eyrie"
when I release the Odaving it immediately attack all including me,and that I can't talk to him,tell me the solution

If you have mods then post your load order.

Not that I'm aware of, just trying to eliminate causes.
As it is I've just gotten rid of all the causes I know of.

Are you using USSEP? That eliminates all sorts of bugs, which might include this.
One post I found suggests talking to the guards before releasing him as a solution.

It is best not to use the console. Your best option is to load a save before Odahviing became hostile. That can happen if you don't let the scene with Farengar play out.

As a very last resort, you can try resetting the ai on Odahviing. This may have unintended consequences.

When setting Odahviing free, if you talk to the guard before allowing Farengar Secret-Fire to complete his interactions, Odahviing will become hostile and you won't be able to talk to him.

Can be fixed on PC by selecting Odahviing in the console and using the command "resetai".

A second post suggests leave the hall where you catch Odahving then re-enter.

Get fairly close to Odahviing in first person view then open the console.
Click on Odahviing then type "resetai" (without the quotes).
Close the console.

Those two posts are the only solutions I've found, and if those don't work, and you don't want to use the Unofficial Skyrim SE Patch, all you are left with is loading an older save and trying again.

Or the resetai command, which might jinx something else (might not definite)

Could you please file your savegame at the USSEP bug tracker - or just upload it somewhere?

If you can't reload an earlier savegame and redo the Odahviing fight correctly, there might be some console commands to "pacify" him.
