Whats up with this guy? He is a hostile mage living in a cottage in whiterun's plains, is there a quest tied to him or is he just a random hostile npc?

He's got a story.

Once upon a time, Drelas produced a soup that was too hot. Enraged by this, he spent the next 40 years training in the arts of cryomancy, to never have a soup be hot again. Just moments before the big day of once again cooking soup, the almighty Dragonborn barged in, before crouching in a corner and shooting a single arrow, killing Drelas and his soup dreams.
