Any home that has true safe storage does the same, Cell reset triggers all containers to reset to their base object inventory, Or recalculate if their inventory is leveled list items.
In the homes I have made the only way to have both co-exist is through some creative scripting, Moving the contents out of a chest in a resetting cell into a non resetting cell so the latter gets refreshed items, Physically deleting harvestable flora and placing new instances with exact 3D positions to simulate re-growth. Regenrating spawn points for items and food that trigger from time scripts.
All things to get around the fact that cell resets clear containers.
There are "no respawn" flags for containers, But in my experience cell reset overrides the setting. One of many that don't quite function properly in the creation kit.
