I really am not sure about armor perks. My assumption would be they have no affect either as werewolf form you get a different combat mechanic and is more relient on you werewolf form perks. I could very well be wrong about this.
Enchantments go hand in hand with armor so if your armor doesn't work neither will enchantments.
On the flip side I'd say find whatever build suits you best.
You have no perks or even skill levels (while transformed), no armour, and no means of communicating with anyone.
The upside, you are a killing machine while transformed.
You can unlock new abilities and werewolf perks in game, mainly by eating the hearts of your fallen enemies while a werewolf and doing a couple of missions for Aela collecting totems which look like woodern modern art statuettes(to me at least)
