Load Order Optimisation Tool (LOOT):

If you don't trust my linking it to you, do some research on load orders. You'll get pointed there real quick and real often. When you run & apply the tool it will sort your load order into hm... let's call it a default. It gets a lot right, you may have to tweak things later, but it's a good base that you should start with. From this tool you can also copy your Load Order by clicking the 3 vertical dots at the top right and selecting "Copy Load Order" then paste it here.

To post your load order, just click on the 3 verticle dots in the upper right corner of LOOT screen, click on copy load order from the drop-down menu, and then paste.

I can only improve chest pieces and the boots, gauntlets and helmets stay greyed out with the message that I do not have the required perk. The problem started since installing Omega. Could it conflict with Ars Metalica?
Alright, OP here's where I would start. Re-read OMEGA's page, I glanced at it; you might want to grab a snack or something, looks like a significant read. Next, since I don't know what tools you do and don't know about, research Wrye Bash (while you're there look into Mator Smash too). Your LO could benefit from one of them.
You can find an introduction to Wrye Bash, other tools and general good practices here, this is also pinned at the top of the board. After that, get familiar with xEdit. The linked thread should have introduced you to it. You're going to want to know more.
Finally, you said your problems started with OMEGA. Open xEdit, load your entire LO into it, once it's done, Apply the Filter for Conflict Losers. Then find OMEGA and go over it with a comb. This, or simply drop OMEGA, but I'd still advise you follow the previous steps. There are some general issues I see with your LO that I won't go into right now while you have a problem you're focused on. Half of what I say will get lost because you're focused on something else and the other half will simply be confusing unless I know you've read the other material.
I really wish I could give more tailored help, but in all likelihood I'd just be sending you on goose chases until I'm sure we're on the same page.
"All this for a smithing bug that just started?" I know, seems like a lot, but I personally do not know of anything better to tell you.
On a hunch tough I used the cheat menu to raise my smithing skill to 100 (I still only have the basic smithing perk from Ordinator on the skill tree) and suddenly I can improve the items and the improvment names appear as well.
So I asume Omega changes it so that not only do you need the correct perk, but you also need a high skill? I will check it out, but for the moment my problem is fixed.
