Skyrim SE when in menu the menu scrolls to the bottom and doesn't let you click to change options or anything

As the title says when you open the menu in game it will scroll all the way down to the bottom and wont go up when scrolling and doesn't allow to click any of the options (Audio, display, and general). Is there a fix for this or is it something I'll have to deal with

You have a stuck key most likely. Or a bad analog stick if you are trying to use a controller. If it is not one of those, do you have mods?

No, I dont have any stuck keys and I'm not using a controller and I dont have mods. I've tried reinstalling it but no luck yet

Try plugging in a different mouse. Your mouse wheel down is probably the culprit

It doesn't do it for anything else, so I'd presume theres another reason

Can’t hurt to eliminate that as a possibility. Other than that, no mods, fresh install, not sure why it’s an issue

Well, I tried another mouse and a controller and reinstalled and still no avail.
