Switching into beast form (tested with vamp lord, I'd assume werewolf would work too) fixed it for me.

If you don't have anything helpful to add, they don't add your worthless opinions to a post that didn't ask for them. It's not your fault that your parents beat you, but it is your fault for being toxic ♥♥♥♥♥ online about it.
Hey, I was having the same issue in Skyrim LE. My game is modded as well. Cannot say if it is a mod thing or the game itself.
Then this reply helped me out. Transforming and reverting back stopped the weird audio loop.
Like stunning yourself eating alchemy ingredients?
Riding a wagon?
Swimming?
Kinda sucks the sound loop bug gets baked into a save. I know a save, exit, load usually fixes it for other objects and NPCs.
Like the main poster here, I did not recognize that I was afflicted by this bug until I was several saves past the point of no return, as the magic effect sound (Constant zapping sound in my case) grows quieter, and louder, and seems to change when you die.
So, in the future, instead of posting like an ♥♥♥♥-waffle, as you have here, try being helpful. Or shutting up.
