well the first 3 I wrote in my post as for mods you'll need a mod manager NMM, MO2

You need to know which DLC added that item to the game. If say a item was added to the game by the Dawnguard DLC then the XX would be 02. If you don't know which DLC added the item you are attempting to identify then you will have to research it in the UESP wiki.

well you can always pull up the console and type help "item" where item is the thing you want it gives you the complete item id

Load order can be viewed from launcher, if you have mods then LOOT will sort your load order (and show you too, but you need to click on the button for the sorting to be applied) and mod managers such as MO2 will also list your load order.

For special edition will always be

00 skyrim.esm
01 update.esm
02 dawnguard.esm
03 hearthfires.esm
04 dragonborn.esm

These locations are now hard coded and can not be changed from thier mod index.
