How do I restart the Dragonborn Questline?
So I got a bug when I killed the cultists where they didn't have any Cultist's orders on them. I looked up online how to fix such broken quests and it said I have to use console command to complete the quest. Problem is, now it is no longer on my quests list, I cannot talk to anyone involved inthe questline anymore, when I arrive at Raven Rock nobody is there to greet me, the guy that is SUPPOSED to greet me doesn't let me continue at all. I couldn't find any console command that could fix it (like setstage or getstage), so I'm really lost right now. How can I restart completed quests?

Your best bet is to load a save before the whole mess happened.

I wasn't aware that it was broken, so it is wayyy past 10 saves. Can I somehow access all of them?

look at Load in the start menu, select your character and then pick the save you want, if you get the wrong one, redo until you find the one you need.

I guess you could spawn in such a letter, drop it and then read it, dunno if it will trigger the quest flags though

can try it, but probably will not, as items that trigger quests need to be picked up/activated in the game for the quest to trigger (which is why using TCL to bypass things can sometimes break quests)

With NMM/MO2, you could temporarily remove or deactivate Dragonborn.esm from the load order (assuming you've no mods requiring it). Then you'd load the game and then save it while said ~.esm is deactivated, then exit the game and reactivate it to start it over again. I think.

almost every mod requires it also it would break due to the fact it's baked in with SSE

No. As Speed said above, game data is baked into the save - whether SSE or Oldrim. Disabling/unistalling mods mid-playthrough (except for certain types and categories) will break your game. See: http://steamcommunity.com/app/489830/discussions/0/1520386297681801135/

I've done it with plenty of (armor, quest, & companion) mods without any problem (whether via Oldrim or SSE).

The game will crash if you remove the DLC:

Block 1: The original 5 ESM files. The load order of these is hardcoded and cannot be changed. The game will always load them. If any are missing, the game will crash on startup.
