I have never in my whole Sniper Elite playthroughs moved a body. The AI isn't that smart. You can straight murder somebody and throw all the bodies on a huge pile. They don't know where you are, even if you're hiding in the bushes 3 meters away.

There is a mission in SE 4 where you are required to move 4 scientists into a hay pile, to complete a secondary objective.

You need at least 20 points in str to move bodies, but only 15 for boulders.
