Probably a conflict of cell edits to whiterun and the surrounding area.

First thing to do would be use the loot tool. Sort your load order, then start a new game and head straight for whiterun. If you crash again, you'll have to take a close look at which of your mods are editing the whiterun area. Once you figure out which mods are conflicting, you'll have to decide which one you'll want to keep or if you want to make the effort to make them all work together.
I would probably say "Populated Cities Town Villages legendary" might be causing your problem.

Two Questions:
  • Have you tried going to any other major cities (Windhelm, Markarth, etc.)?
  • Is this a new game or did you add mods to an already existing save game?

1. No I always go to whiterun first but have tried to go to it multiple times
2. It crashes if I load a brand new game so I load it vanilla and then add mods after

Yep it crashes at all towns

1) test the other cities.

2) you should found out which mod is causing this. The vanilla save method is alright, but most mods shouldn't cause issues like this

Are you using an external manager or the internal manager?

NMM if thats what you mean

I appologise with how inexperienced I sound but I don't have a lot of mod knowledge

You most likely have 1 or more mods conflicting with this mod:

I have been removing every mod that could possibly conflict with it (in my mind) and have come up with nothing so far

Do yourself a favor if you are just getting started in modding, change to mod organizer 2 or vortex. Nmm is no longer officially supported by nexus, and if you are new it would be preferable to learn a manager that is stable or still supported.

This could be an issue with nmm. It has trouble removing mods sometimes. Sometimes a clean install is needed to fix the skyrim file structure after nexus has played with it.

Remember, saves can be backed up if you want to try and get them to work.

Simply a guess. Have you tried disabling Settlements Expanded?

Thanks, i'll try that

When in doubt, use the one by one method. Add the mods most important to you one by one and do some quick running around (you can also look up the command console commands to fast travel to major areas). Keep going down the line from most important to least important until you find your conflicter(s).
