Elisif bug

I'm having a weird bug right now, I've never seen it before in +1000 hours of skyrim.

After I've assassinated Vittoria Vicci (for the Dark Brotherhood questline), Jarl Elisif is glitched, and stays on the wedding location (in a courtyard, near the guards barracks). Every time I try to speak with her, she only says "The emperor's cousin got assassinated ! That's terrible !" (I'm playing in french, I don't know the exact translation).

So, I want to became the Thane of Solitude, and I can't because of this weird bug.
Looks like other people present at the wedding are also staying here, even if Vittoria and her husband are dead.

Help please ?

Try this to allow all areas to respawn...

~ >> to open the console
coc qasmoke >> to teleport to a small interior space
~
set timescale to 9000
~

Wait 5 minutes. Best not to do much with your character as the 30 days will pass in game while you wait. Also, some of the chests in this area contain a lot of items and can lock up slower computers. After 5 minutes;

~
set timescale to 20
coc whiterun

Now, fast travel to Solitude and check.

Problem solved : I did just not validated the Brotherhood quest (where you murder Vittoria).
Everything went back to normal.
