Half Moon Mill permanently closed?
I'm trying to build the Lakeview House, but I can never find the lumber mill open. Is it ever open? I tried picking the lock, which of course got me the bum's rush. Do either Helga (Riverwood) or Temba (Ivarstead) ever sell lumber? I've never seen that option offered.

No it part of a quest, Riverwood and others will sell wood. mainly Falkreath is the one you should be using.

Half moon mill should sell you lumber when building lakeview it should be a quest that triggeres

Half moon is part of Dawnguard(stand corrected it is vanilla.). But then I never used it either because of who they are.
Wiki states they will sell wood and if you sell wood to them (you saw the timber) befriended, you can sleep there and pickup anything you want. (Hearthfires dlc)
Dawnguard DLC, a side quest at that place. Dr you might be right, contract is out for Herm, stated, but I did along time ago never bother with HF or DB since then.

Half-Moon Mill is a vanilla lumber mill. It's tied to the Dark Brotherhood, not Dawnguard.

However, Lakeview's Buy Lumber quest is linked to it. Trouble is, they're hardly ever outside during normal business hours, except at dusk and dawn. You round the corner and see her at the mill, and when you run all the way around to talk to her, she has warped back to the house, so you have to run all the way around and catxh her before she get's inside.

Just buy your lumber from Falkreath.

However, he's usually stuck inside the General Goods store, and only leaves when you enter, so you have to chase him down.

It's a PITA.

Any lumbermill will supply any Hearthfires homestead. I've had the fewest bugs befriending Hod in Riverwood (which permits you to mill your own lumber for construction for free).

If Half-Moon Mill is always closed in your game, Hert may have been killed or your game may be bugged. If Hert is dead, like bummer man. If not, and if you haven't already installed the unofficial patch I recommend you install it because it corrects any number of petty mechanics problems.

I use Half-Moon mill almost exclusively for Lakeview. Just go at night, they're vampires. Also, as was stated above, buy lumber from any mill in the game. It gets delivered to all your homes at the same time. (How? Who knows?)

They can only be killed by the player during the Dark Brotherhood mission to do so, mostly because they're almost always indoors. Whenever I've gone there and picked the lock, either both of them immediately exit and do stuff in the yard, or they pop out then right back in, or they're sandboxing in the house.

Neither are essential, and they can be killed at any time. Hern is just one of 12 possible contract quests - and is not part of the Dark Brotherhood primary questline.

Basic behavior for Hert (and what I've observed as well) is to work outside during daylight hours. See http://elderscrolls.wikia.com/wiki/Hert or http://en.uesp.net/wiki/Skyrim:Hert. If incessently sandboxing inside or otherwise unavailable I reiterate that something may be bugged or conflicting. The wikis suggest that Hert's disregard for sunlight is her diet of people.

Hern is, technically, part of the main Dark Brotherhood questline. The contract to kill him is given by Nazir right after you become the Listener. You don't have to complete it to move on, if you only do the other contract (Lurbuk, the bard) but you must kill either or both to get the next main mission from Astrid.
You can get lumber from any of the lumberyards, I got mine from Windhelm as the door was locked at Half Moon.

And built house np hehe

If you kill both Hern and Hert for The Dark Brotherhood Contract, and you need them to complete Misc Objectives to become Thane of Falkreath.

EUREKA! THERE IS A SOLUTION IF YOU PLAY ON PC!!!

Open the command console after you travel to Half-Moon Mill and type these commands...

Hert: "player.placeatme 0001367C"
Hern: "player.placeatme 0001367B"
