Dragon Rising Quest
I an just starting out and have never played a skyrim game before. I have just gotten to Riverwood and am just started to expolre the town. In reviewing the various help guides on line (I also have the revised and expanded Prima guide) I have seen warnings not to trigger the Dragon Rising quest to soon. The reasons stated are that the area will be overrun with dragons and you may not be able to get certain quests.

So my questions are: When is the best time to trigger the Dragon Rising quest? What side quests should I do before I trigger the Dragon Rising quest or am I worring to much about this?

I have never heard of anything like that before. Never had problems with it either.

I wouldn't say overrun sure so now and then you'll see a dragon, but it's not that you stumble upon one every 5 seconds .... they are generally in the vicinity of word walls. so in general at certain places on the map yes they fly around however they venture not far at that point ingame they will become more random later on, but not at that stage.

Best advice is to ignore 99% of the "help" guides out there. Many of them have no clue at all as to what they are talking about and are based upon individual playthroughs and experiences that do not translate to other individuals' games.

No quests at all will become unavailable due to completing Dragon Rising. There is a chance that a quest giver can be killed by a dragon attack, but it's not common as they tend to prioritize the player or guards over named NPCs. And city attacks aren't super common. Also, early-game dragons aren't much of a threat, due to being around the same level as the player.

Dragons Rising is started by bringing the Dragonstone to Farengar in Dragonsreach. As long as you don't take the Dragonstone to Farengar, Dragons Rising will not start.
This means you will not see any dragons. Ever.

Unless you installed Bellyache's New Dragon Species, which places Dragons in the world at the start of the game.

No need to worry my man, while completing dragon rising will indeed make dragons spawn and riverwood is a hotspot. It shouldn't hinder you from doing quests. I've never heard of that.

It can interrupt one if Lod in Falkreath is killed during a Dragon attack before getting his quest.
Not sure if Kesh can be killed by a Dragon, but they don't usually go near him.
Aranea is outside the range of the Dragon at Mt Anthor, but Bellyache's New Dragons puts one or two near her which can be triggered by other vanilla spawns such as Goats or Wolves.
Dragons attacking WInterhold may kill the chick who gives you the Claw for Yngol Barrow, but there's also one in the Barrow.

I've never seen one kill the Madman in Solitude, though minor Bard's College members with side-quests may die.
Also, people you need to help to get Thane of Haafingar may die, breaking that quest.

I would worry more about Vampire attacks, which will start around level 10, and are more deadly because they were added with a DLC, so they weren't tested that much before release as dragons.

There's some mods to remedy vampire attacks and while you will look for this mod you can also find something similar for Dragon attacks.

Useful thing to know about those dragon attacks is that they are tied to game time passing, and fast-travel increases time in the amount that it takes to go somewhere in game by walking! not running! Most players usually fast-travel back to towns and cities, to sell loot and do stuff, so they tend to get those dragon attacks at cities, after they fast travel there.

Yes, one of the very few changes that Bethesda actually made to the game - disabling vampire attacks. Fortunately they can be re-enabled with this:
