You can attempt a few things here;
First, make sure your igpu driver is up to date.
Second, make sure you are attempting to run SSE on low to begin with.
Third, try to use bethini from nexusmods.com to manually go below the default lows used by bethesda's launcher.
I mean it would be nice to be able to play SE, but graphics are not the most important thing about a game and from what ive heard thats all SE changed really, plus the vast majority of the mods i used havent been remade for SE anyway.
If your gpu drivers are already up to date and SSE won't run, you may have to stick to the original.
Bethini is just a tool that simplifies and expands reading/editing the ini files compared to the launcher used by Bethesda. There are also low texture mods.
how do i update my drivers and which ones specifically should i be updating? in the graphics application there was a link for downloads from intel but i couldnt tell what was what.
For your driver, go to device manager -> display adapters -> right click the Intel hd 2000 -> properties -> update driver.
The old system was a buggy mess because Bethesda wrote it that way. Granted, there are speed benefits associated with 64bit processor architecture, and depending on your OS it can make it a lot easier to address the higher memory ranges, but stable code is stable code.
Skyrim SE's a DirectX 11 game - this 2011 card only handles up to 10.1, so it's likely that you'll need something a bit more current.
