Report a translation problem
Based on what you described, the issue is that one or more of your mods is packed in a 32bit BSA file meant for old Skyrim (i.e. Legendary Edition). Skyrim Special Edition only loads unpacked, aka "loose", data files and 64bit BSA files.
You need to disable all the mods you are using (using the internal mods menu) and test them individually to determine if any of them are from Skyrim Nexus rather than Skyrim Special Edition Nexus.

Some are saying block exe files from the Net.
People have reported problems trying to mod after disabling internet.
Despite knowing the problem, Bethesda has opted not to do a roll back or quick fix. Don't expect fixes any time soon, it's already been 2+ months and no further updates on the issue.
