Joke aside, I believe in vanilla you can only buy children gifts, not make them.
Clothes and dolls must be found while adventuring or purchased from vendors. Khajiit travellers keep the largest stocks.
I can't even tell you how many kids' clothes, wooden swords and dolls I've found in Necromancer lairs.
So if I can buy something for him where would I go? So far I have not seen much of anything other than the standard finds.
You could always look for a mod to make wooden toy horses or something.
Khajit caravans usually have toys and children items. Other than that: random loot, random merchandises from general traders, etc.
