As for the accusations, that is also a precautionary because some of the posts involving this issue have in fact been troll posts where the user refused to answer any relevant questions asked of them about their PC specs and what exactly they dd install.
We need 4 things:
1. The complete mods list
2. Your PC's specs
a)CPU
b)GPU
c)RAM
d) Operating System
3. Did you use a redemption code to buy the game on Steam? If so, where did you buy it?
4. Did you use a DVD to install Skyrim Special edition?

Did any of your mods come from the Skyrim Nexus rather than Skyrim SE's Nexus?

I ask this because a lot of users tend to confuse the two...and using a BSA file from Skyrim will cause Skyrim Special Edition to not load properly and cause CTD when you start the game.
Secondly, did you get you get the latest version of SKSE64 from Silverlock ir Skyrim Nexus? The Skyrim SE nexus version is not up to date with the current SKSE64 version. You will have an easier time oloading it using the updated veersion:

Finally, you will need to have a betheda.net account so that you can set your region to match up with the region used on your Steam account...which ccan only be changed via email verification through Steam.
Another thing you need to install is the Micorsoft Visual C++ Runtime packages dating from 2005 through 2015. Evertyhing before 2015 will require you to get bothe the 64bit (x64) and 32bit (x86) versions of them.
You will also need this:

Once extracted, run DXSETUP.exe and it should install the runtime package.
