I have heard of people getting it to work on a tablet, but never a phone, and even a laptop can struggle. If you want a portable version, then the Nintendo Switch has a version, and as with all their games, it can be played on the go.
A less "direct" method would be to play the game through a tablet, using remote desktop software to stream input and output to and from a "real" computer running the actual game. Just for giggles, I "played" Diablo II on an old iPhone 3G that way, once upon a time - it was good for a laugh, but the lag was obscene.
