You should not install or uninstall a mod mid game, especially one like Open Cities. You are probably going to have to start a new game.

Before doing so I strongly recommend you read the pinned thread at the top of the forum page; the one by Ilja titled Skyrim SE: Guides and Rescources.

thats what you get if in midplay you remove a mod.
info for that mod is still in the save.
it never stops to amase me how many ppl use mods without a good inderstanding of it.

The problem with removing a mod like ocs is it drastically changes cell mapping and other data to do what it does. It is among the mods that you definitely should not remove in the middle of a save.

You could try removing the mod by entering location not modified by ocs, such as the inn in overseas or something similar, create a hard save. Wait a few days (~3) and make a new hard save, remove ocs and it's related patches. Load the hard save from after waiting, wait a few more days just to make sure the AI (hopefully) cleans itself up, test all the major holds using the coc command before reloading.

Can't promise the game will be stable if you do follow those steps though. If you really want ocs to be gone, you will need a new save file.
