That means its a mod problem.
That means you have to find out which mod is causing it.
Disable mod check if the game works disable mod check if the game works rinse and repeat until you disable a mod and the game works.
The mod you disabled last is the most likely culprit.
then all you have to do is find out how to fix that mod or decide to get rid of it permenantly
1. There are some things that are supposed to load below ASLAL. Don't get me wrong LOOT is definitely not always right, but I would use it and then make specific adjustments over not using it at all.
2. Is there a reason you're not using USSEP? It is a rather comprehensive bug fixing mod. Its absence might not be causing your issue right this moment but others could very well pop up without it.
Which version are you using? From what I have read the newest version is causing crash issues, I believe the stable version is 4.2.
