can you get ahtar as an follower after "lights out"?

when i first got to solitude i did the quest "ligths out" that you get from the argonian jaree-ra, in the end of the quest you kill him. sometimes later i wanted a new follower and i knew that ahtar, the jailor in solitude was one. he wanted me to kill jaree-ra but i had already done it. you could tell him that but i didnt get him as a follower. is it any way to get him or do i need to go back to save before i killed jaree-ra?

You don't get him as a follower for killing Jaree Ra. You get him as a follower for completing his raidant 'kill bandit leader' quest. You cannot have any other radiant bandit quests active at the time.
If you don't have USSEP, however, I believe he always targets a bandit that you kill during "lights out!", so it might not be possible if you've cleared that dungeon already.

Normally he wants you to kill the captain in Broken Oar Grotto, leader of the Blood Horkers. If you already killed the captain then you'll need to use console commands or a mod.
