Can't upgrade weapons past fine (glitch?)
So after getting the "steel smithing" perk I should be able to improve all my steel weapons from the previous cap of "fine" to "flawless" or something (can't remember exactly), right? Well, for some reason I can't improve anything past fine, even after getting the required perk. I use some mods but I've read through their descriptions and none of them are supposed to have any effect on this, so it must be a glitch (possibly caused by one of the mods). Have anyone else had this issue?

Try to buy a smithing ring or necklace, then destroy one or the other at an enchanting table. Now Smith enchant everything that allows you to smith enchant it. Gloves, a blacksmiths robe, ring, necklace etc. Put them all on when you smith and then go to the table or grindstone and now you should have your higher upgrade, maybe even legendary. Smithing and enchanting are the two things about this game I can rightfully claim I am very good at.

One last thing if you have not perked anything in enchanting yet then start now. Enchanting and smithing go hand in hand.

BTY, I was unable to see what level your at in skyrim, so if you have hundreds of hours like I do, I may have wasted your time and it maybe a mod glitch like you said in your question. I am not a mod person so can not help you there.

I figured out what the issue was, and now I feel like a dumbass lol. I didn't know you needed to have a certain skill requirement in addition to the perk. Turns out you need 22 in smithing (as well as the perk) to make superior steel weapons. Thanks for your replies anyways dude!

sorry to say that was always the case I mean the creation of gear is perk dependent, however upgrading is level dependent. Btw that's not always the case I mean enchanted gear is level and perk dependent to upgrade.

The perks actually just lower the Skill requirement needed to upgrade the relevant material to the next tier. You can still upgrade a steel item without the perk provided you have powerful enough fortifications.

The perk descriptions are slightly misleading though. "Steel Smithing - allows you to forge steel weapons and armor and improve them twice as much" (or something like that), it implies that having the perk is the only requirement for further enhancement.
