Do you mean move home via the dialogue options? Because I'm not able to access any dialogue - the only thing she says is 'I can't wait'. Otherwise, I do have Elysium Estate, a modded house.
Do you know of any mods that might fix my issue? Or any other command that can force dialogue or something?
You won't be able to talk to her until the game registers that she's travelled to a proper house. Until then, she simply won't have the dialogue options you're after.
It may be that teleporting her to a different spot than the one you shifted her to would do the trick. I believe you want her just outside the front door.
One user with a bugged Lucia (not this bug, but still...) reported that they resolved their issue by hitting her with the disable and markfordelete commands, and then creating a new instance of the character with the placeatme command - they then adopted the new version and apparently everything went smoothly from there.
The problem there is that the game only allows you to adopt twice, though there are mods available which can raise this limit.

And as for the limited adoption, I'm pretty sure I have the multiple adoptions for hearthfire, and if for some reason it doesn't work, I'll try a different mod.
First save to a different slot, and be sure to preserve the resulting save - if this causes any problems, then they might not surface until a few hours down the track, so saving over your progress may leave you even worse off.
Click on Lucia, then enter:
Close and re-open the console, click the new Lucia, and write down the ID the game shows you. This will be her refID for the rest of your playthrough.
I talked with her on the tree in the plaza and of course the "i can't wait!" selected her with the console, disable, close console, open console, enable, go to home, sleep 8 hours, next morning open console and having her still selected i used the -moveto player- command, inside the house, then when she appeared the dialogue fixed itself and its working without problem now.
