Horse's Speed
Alright, it's about time I addressed this because it has just gotten to that point. I know there are horse speed mods, I know that there are console commands to change the player's movement speed. Is there any way to modify the actual numbers pertaining to the player's horse's movement speed whether it be through console or mod? I just want to be able to set the numbers myself, because for me it always seems like the horse is either too fast or too slow.

You can adjust either the Speed Modifier or the Speed Actor Value. Modifiers add to the current number, Actor Values declare the current value.

So, if you adjust the Speed Modifier by 10, where the base is 50, it's different than setting the Speed Actor Value to 60.

Which one is "Better" is up to you.

However, from a lore standpoint, Skyrim's horses aren't built for speed, they're built for work, like pulling carts and plows (though those are noticeably absent from a culture who prides themselves on ironworks and bladed implements and farming - which is probably why their farms suck)

I just don't like being unable to outrun wolves and spiders and bears and enemies on horseback.

Their farms suck as you put it because they are farming the Tundra, this is not good farming soil, and the weather patterns mean winter comes in early and leaves late.
