How about you simply ... PLAY THE GAME?
I mean seriously, there is zero need to worry about power leveling any skill in Skyrim and if you cared to use Conjuration than you'd already be leveling it naturally.
However, with that said, fight with a bound weapon, you'll level both Conjuration and said weapon skill.

There's no reason to spam the skill and try to "level it up" - just use it as normal. Summon Familiar is the first spell you can get, and it's cheap and easy. You should conjure it every single fight so it has a chance to do damage and improve your skill. Get Raise Zombie as well. When you're in drauger ruins, raise zombies all the time. As soon as you kill a group of them, raise one up and move further into the dungeon.
While you're adventuring, work up your Smithing and Enchanting and Alchemy. Use all of this to make yourself some powerful gear with reduced Conjuration costs on it, so you can cast the really expensive Conjuration skills for very little majicka.
Conjuration is fairly easily to level up, find a mudcrab, get somewhere it can't attack you, and start casting a bound weapon spell, sheathe it and repeat. Boring but easy to level up.
