The only thing I'd say is - Silver Hand are tougher than normal bandits or drauger, so be aware of those missions.
If you don't care about having the unique items, which is viable since smithing and enchanting can give you a better weapon almost all the time. If that is the case then it doesn't really matter what level you do things because as was already said the game scales with you.
But, @OP there's very little fixed-level content in the game especially in places you can just wander into. But as Rez said some Unique Items[elderscrolls.fandom.com] are more potent if you receive them at higher levels.
There is a mod for that in the game. (no need for nexus or anything, it is in the mod list if you select mods in the starting menue) That makes all leveled loot max level no matter when you get it. It is quite handy as i usualy tend to wait untill 46+ to do any real quests because of that without the mod.
It is true there are several mods for that including one I use that delevels most unique artifacts and makes them useful at any time. I know I would hate waiting until 46+ to get Chillrend every time.
Just in case the OP isn’t using mods I thought I would point that out.
