ENB without fps drop?
I would like to try an ENB but my pc setup is to low to handle it at stable 45 fps. Is there any ENBs that are performance friendly?

Hmm... I can't think of any that I'd advise running if you're already at 45 without one. Maybe try this? I've not used it myself but I've heard good things.

I hate to say it, but if you're unable to run the game at 60fps or above, trying to add something that's only going to lower your framerate is kind of a bad idea. I mean, just thinking out loud here, but that seems like a terrible idea. ENB's usually cause a massive hit to performance, and if you're not getting good performance anyway...man...I'd just stay away from them until you get a better set up.

I'm thinking about upgrading from gtx 1050 ti to 1060 6gb or waiting for the next generation of Nvidia GPUs.

the jump between a 1050ti and 1060 isn't that big I would look for a second-hand 1070 or even a 1080 if in budget. Nvidia made a statement that the next gen is some time away.

My PSU cant handle 1070 and above but can 1060.

ok that would be an issue however search around first if it really can't take a 1070 or above I mean Gpu builders always take a very high watt number to be on the save side for crap PSU's however if you have a good make psu and for instance silver or gold it could be enough.

hmm I have gtx1050ti too and i can get stable 60fps without enb, or with Re-Engaged (reshade, not ENB), at Quality preset for Vivid weather (Quality is the middle preset, with 3-5fps hit, Ultimate is the best one, -10fps) , I still have 60fps all the time indoor, 55fps in Whiterun, or 45fps if it's out in nature with lot of trees (I also have flora overhaul).

And I gotta say, it looks beautiful. The 4 mods that affect my fps are Vivid weather, Re-Engaged, Flora Overhaul and SMIM, and it still averages at 55fps all the time, min is 40.
