Ring of the Beast vampire quest
I was given the quest from Faren Sadri to recover these two rings that enhance blood magic. Well, one of the rings (ring of the beast I think) is supposed to be in Geirmand Hall, which I only learned AFTER the fact is bugged and the ring is unobtainable >.>'' Is there any way to spawn it in?

You could use console commands.
Open the console (~) by default, type: help "ring of the beast" 4
It should give you the ID for it.
Then type: player.additem (ID given) 1
