Every single time I ask for help in this forum, there are people who tell me not to use the mod or the feature.
Why would I adopt kids and do all of this if I wouldn't want to fix the problem in a proper way instead of just leaving it be?

Have you tried fixing it with mods like amazing follower tweaks?
Have you tried using console commands to recycle the actor?
Have you tried using console command, write down their prid and then teleporting them to said home?

I got it! To anyone having the same issue, go into your data folder and then into scripts then delete the three BYOHrelationshipacoption .pex files then also into source and delete the same .psc files. On launch, your game will regenerate those files CLEAN through the .bsa that comes with the game. I read this from another comment someone made but I figure id share it here since this is on page one. I assume PNP left over some stuff after I removed it. I have only tested right now with one child but that is so much better than how it was yesterday at 5am. Endorsed my friend!
My silly issue I resolved: "I am only using this, Elysium Estate, and USSEP. I'm positive I read everything but I cannot get this to work at all. Once the home is blessed and confirmed to have 4 beds, and a child gets adopted, she stands there saying she needs to get her things but never shows up. I've waited with T, fast traveled almost everywhere and back, ran around the map on foot, everything. Still, she is stuck on waiting to say good bye. This is also a 100% clean save. Honestly lost here. I have tried various versions of Elysium and I have attempted older versions of this (all tested with a new save) but it just doesn't want to work. I do want to add that I use many texture / mesh mods but nothing as heavy as RS Children or TKAA. Only Rustic Children and a custom children clothing file I made using textures from PNP but /not/ using PNP (just a texture replacer using those new textures).

And please have my apologies for lashing out. I spent 7 hours modding the game into every detail, and finally being able to play it only to find out that the basegame itself is making problems is rather infuriating.
What fixed it?
Thank you so much man ! Had the exact same problem as OP but this easily fixed it.
BTW I did this on MO2 by simply going into my virtual game folder and deleting the files there.
I really have no way to fix this issue.
I understand this doesn't help, but I've run into the same exact issue. You didn't fix it by chance, did you?
Do you maybe have a mod called " Whiterun Big Childroom and a Basement for Hearthfire Multiple Adoptions" or any other city's variant? Something tells me that mod is creating issues. But it's just a hunch. I'm kind of desperate at this point, i can't find anything to help.
Did you end up finding a fix ? the files also don't show up in my game folders :/
Having the same issue. I'm trying to move my family from Breezehome to Hjerim but that's just not possible. I also have Elysium Estate, attempted to move them there before trying to move them to Hjerim in case the dialogue would change but again, can't find those files in Data so that went nowhere.
Edit: ok, so apparently until now I'd only tried telling my spouse to move and it wouldn't work but once I asked the kids as well, they finally moved. The spouse left the new house immediately and went for a walk Divines-know-where but when I talked to him he came back home. Strange a$$ behaviour but I guess I got a solution after 3 hours of trying everything. If you're experiencing the issue with Elysium then I suggest you try talking to the kids as I did.
