secondly, if you pay attention to his gramar, you will notice he said that the files MAY have been deleted.

If you look here https://en.uesp.net/wiki/Skyrim:Console , you can see how the setstage command works, and which parameters to use. (Usually setstage (questID) (stage) without parentheses.)
Make sure you save first, in case something goes wrong, and be sure to read the warning on the UESP console page, near the stop sign.
As for OP, as jreese46 mentioned you can look up all the stages and set it to the stage right after you talk to him, but it's not guaranteed that the quest will progress as it should, I don't know exactly which quest it is right now off the top of my head, but if you are supposed to attack somewhere with those guys you mentioned then they might not go for it and you'll go alone. Then other issues may appear and you may have to set stage again.
As for the saves method, just make a backup on your desktop or somewhere out of the saves folder for every 20 saves or so, depending on how many it shows in the game. Cut and paste them to the backup folder until you find the save you are looking for. 99% there isn't gonna be an issue by doing this, but just to be safe I would keep the last 2 hard saves in there and not move them at all. It's not guaranteed that going back a few saves will fix the bug, it may have happened anywhere from the point of you starting the game tho, forcing the next stage is more likely to succeed.
One more thing you can try if you are too lazy to look up stages and ♥♥♥♥ is to open console, select the guy who is supposed to progress your quest, write "resetai" then write "disable" then "enable" but make a hard save before doing that and pray it will work cause it most likely wont. If that works, and that's a big if, then the NPC is more likely to progress along with the stage.
