Liberation of Hjaalmarch issue
i've read up on this. i go to galmar to report in and he doesnt give me the option to go attack wherever it is we attack. i've tried everything i can think of, and apparently now the on option i can find is to go back to before i do the peace conference in the quest line to kill alduin, the saves of which my game no longer lists. does anyone know of any way to fix this without just entering the code to complete the entire liberation of skyrim?
also is there a way to find your old saves because my game decides to not show all saves in the "show all saves"

One of the major bugged quest in Skyrim. Take a look at this, in the bug section it shows some of the set stages for moving quest on.

Well, the saves disappearing either means they have been deleted or the game has a set number of saves to show for loading. That means you gotta move the most recent saves out of the save folder until you see the one you want. However, the more saves you got the longer the load times, also they are quite big. I suggest you only leave below 10 saves in the folder. Move the rest in a backup folder. It's what I read I should do anyways.

What you read was incorrect.

No the game does NOT delete saves unless you tell it to.

I didnt say that. I said the game doesn't load an unlimited amount of saves.

first of all if you dont have any advice to add, then dont say anything.
secondly, if you pay attention to his gramar, you will notice he said that the files MAY have been deleted.
try to pay attention next time you think you're right.
also thank you to the people who gave actual advice. i will be testing it out soon.

If it were me, I'd make a hard save then set the stage to the next quest in line. UESP has a page for just about every quest, which will contain both the quest ID and the list of stages. I believe DPMR posted a link to that.

If you look here https://en.uesp.net/wiki/Skyrim:Console , you can see how the setstage command works, and which parameters to use. (Usually setstage (questID) (stage) without parentheses.)

Make sure you save first, in case something goes wrong, and be sure to read the warning on the UESP console page, near the stop sign.

May have been deleted by accident, by a different program, by a different person (ex. older brother who noticed C is taking too much space) is what I meant.

As for OP, as jreese46 mentioned you can look up all the stages and set it to the stage right after you talk to him, but it's not guaranteed that the quest will progress as it should, I don't know exactly which quest it is right now off the top of my head, but if you are supposed to attack somewhere with those guys you mentioned then they might not go for it and you'll go alone. Then other issues may appear and you may have to set stage again.

As for the saves method, just make a backup on your desktop or somewhere out of the saves folder for every 20 saves or so, depending on how many it shows in the game. Cut and paste them to the backup folder until you find the save you are looking for. 99% there isn't gonna be an issue by doing this, but just to be safe I would keep the last 2 hard saves in there and not move them at all. It's not guaranteed that going back a few saves will fix the bug, it may have happened anywhere from the point of you starting the game tho, forcing the next stage is more likely to succeed.

One more thing you can try if you are too lazy to look up stages and ♥♥♥♥ is to open console, select the guy who is supposed to progress your quest, write "resetai" then write "disable" then "enable" but make a hard save before doing that and pray it will work cause it most likely wont. If that works, and that's a big if, then the NPC is more likely to progress along with the stage.
