Extremely low volume?
All my other games are absolutely fine at 50% volume, my music, YouTube videos and such, at 80% it becomes uncomfortable. I have earphones connected to my monitor, not my computer. I blast the volume at 100% with all in game volume options also at full. The game is still quiet, and there has to be silence around me for me to hear NPC's talk, along with anything else in the game, its all very quiet, the in game music is the only volume level that Im comfortable with. Ive tried a few potential solutions and none of them have worked. Any ideas?

Tweak audio device settings maybe? Particularly speaker set up. Make sure it's set to 2-channel stereo and not 2.1 or 5.1 or higher since you're using headphones.

Down in the tray icon, right-click the speaker icon and hit "open volume mixer." You should see sliders for your particular sound device, one for system, one for steam, etc. The number and naming depends on your setup.

Now open your task manager and minimize it. This is just to make tabbing out of Skyrim easier. Run the game, then ALT + Tab, to minimize the game. Right-click on the speaker icon again and you should see the same sliders, plus a new one for Skyrim. Make sure that's not set lower than the others.

This happens to me commonly, especially after windows updates.

Skyrim is at 100 like everything else is

This is strange..

Yeah Skyrim audio is known to be very low. Either use headphones that are sensitive to low audio (so they play it louder) or on some sound card there are enhancement settings that could increase the volume beyond what you see in the volume mixer. See if your card has such settings. I think you right click on the speaker icon in your task bar and go to speaker or audio properties.

All sound cards have volume normalization. It's built into the basic drivers and accessible either from Windows speaker settings or from your 3rd party software.

It's a last resort, as it also removes subtlety from all sounds and might not sound good with numerous applications.

My earphones are plugged into my monitor, because my audio jacks in my computer are a little broken, and my headphone cable isnt even half a metre long so it doesnt reach. So all audio just comes from the monitor which is turned up to 100 at all times, whilst my sound in games is about 40-55, on Skyrim its at 100

Ive had a look in every sound setting and nothing changes, of course the solution would be to buy some headphones that plug into the PC, but I dont have the money right now unfortunately to buy a decent set

Oh now we know why you have sound issues. it is your iphone earplugs the culprit. that has no way to compare to pro philips open-end headphone and dedicated sound card

But every other application is fine, music, videos, movies, games, both on my PC and PS4. The only game that I have a problem with is Skyrim, every other game is just fine at 50% volume

Listen to this with a pro headphone and with your iphone plugs

your plugs simply have no juice

As you can clearly notice she comes from the right, goes to the left, walks back to the right, tosses her keys on your left, and walkts to the left to pick them up and then whispers into your left ear. you need surround set to experience this fully.

Yet that does nothing to help him now...

As I said, my ingame settings are set to full. Everything except music, since its at a comfortable level, everything else is too quiet to hear properly, and dialogue is quieter than everything else, so there has to be silence around me ingame to hear any dialogue

My iPhone earphones are stereo, I hear in 3D all around me from left to right, right to left, the volume is my problem. Which is totally fine in any other type of media

skyrim even on max, is low, it is the game, not your computer or what else.

I play my games at 2/100 volume, just skyrim that I need to use 16/100 due to it being low.
