[HELP]Skyrim SE will ignore all my settings
I have tried everything, changing .ini files in the documents, changing the setting through the console in game, using GeForce Experience to optimize the settings. compatibility mode on and off for both the game and steam... nothing worked, I tried every solution online but my game is stuck in a weird windowed mode and no matter what I do it will not change... Any help is appreciated.

My Specs:
Laptop Model: Lenovo Legion Y520 IKBM
CPU: i5-7300HQ
GPU: GTX 1060 6GB Max-Q
RAM: 16 GB 2400 Mhz
Displays: 1) In-built 17" laptop 1080p60Hz display
2) External 24" HP 24f 1080p75Hz display connected via HDMI
SSD: 128 Gb (It's a samsung ssd but I don't remember the model
HHD: 1TB Seagate Barracuda

EDIT: I should note... ALL OF MY BETHESDA GAMES THAT USE THE CREATION ENGINE HAVE ISSUES!!!!!!! WTF BETHESDA!!!!!!!!

EDIT #2: I have no mods in the game as I bought it today.

EDIT #3: I have reached to the conclusion to believe... that since Skyrim SE doesn't run in exclusive fullscreen mode it somehow misplaces the window when it launches... Meaning that the game actually has borders but they are hidden off screen, that is what usually happens... But for me it somehow ends up misplaced. But going into windowed doesn't change anything... So it still ignoring my settings...

EDIT #4: I just found out that the game crashes after I try to start a new game... I have no previous saves by the way.

Are you sure the ini files are not set to read only? Also did you try to delete them and let the game rebuilt them?

Weird that all Creation engine have the same issue .... Sure it runs on the GTX 1060?

Yes, I made sure to check on the NVIDIA control panel and even manually selected to run on my 1060... I even checked to see if my GPU is working when I run the game and MSI Afterburned recorded a usage of 40-50% on the opening scenes and my GPU boosted to 1280 MHZ...

Neither Fallout 4 nor Skyrim SE have exclusive fullscreen, even if you disable borderless fullscreen in the settings the game will just revert and force it to run in borderless fullscreen mode.

Which is a shame, this is not an issue exclusive to you, some people that get the placebo effect and believe the game is running on exclusive fullscreen when it's not.

You can try using BethINI to configure your files.

Will give it a try, hope it works... Also Fallout New Vegas won't launch, The OG sjyrim only launches at 800x600 res and won;t save, Fallout 4 has the same issue as Skyrim SE and I can imagine Fallout 3 won't work even though I don't have it...

After some quick thinking three possibilities come to mind:

1) Your .ini file(s) are read-only. It seems you tried this already.

2) Since you're on a laptop, your PC might be trying to use the wrong GPU. It seems you tried this already.

3) Your game may be failing to read the .ini files (different from the write problem), due to Windows permissions. I actually haven't seen people run into this with Skyrim before but I've seen it plenty with other games.

The permissions problem usually arises on Win 10 if the user account doesn't have full admin privileges and if Steam is installed in the default location, under Program Files. Win 10 is more strict with access in the C:\ root folder, C:\Windows and even C:\Program Files, which can cause problems. I suggest trying to run Skyrim as admin, and if your Steam is under Program Files, move the folder.

Steam is made to be portable so it's easy to do. Just completely exit out of Steam, cut the entire Steam folder in file explorer and paste it to a new location, such as C:\Games\Steam. Run Steam from the new location and it'll auto-update your library locations. Easy. You'll just need to update the paths to any Steam shortcuts you have.

The game is on my HDD not the C drive, I will try moving steam though and I will keep you posted

My next suggestion would be to do a few tests with the ini files. First, delete Skyrim.ini and SkyrimPrefs.ini from the Documents\My Games\Skyrim Special Edition folder. Then try redoing the game setups and launching the game.

If the game was still messed up, go back to the ini files and verify that they were properly re-created. Open up SkyrimPrefs.ini and look at these values under the [Display] heading:

bBorderless=1
bFull Screen=1
iSize H=1080
iSize W=1920

Check if these values match your desired window mode and height / width. If they do not, edit them, save the file and flag it as read-only. Try re-launching the game.

It sounds like something completely in your System. I got a GTX 1060 and an AMD FX6300 the game runs flawless at 60 fps with 144+ mods including ultra presets :( I hope to hear you get it working soon!

Was trying to make it not so long but sorry; Anyway, Use Nvidia Inspector and make sure your display driver is being used and not a internal GPU of the CPU that is my only thoughts. :D

With that being said it sounds like legit your game is using your intel chipsets GPU :O

I am afraid not even those worked, when I deleted the two files and re launched the game I had the same issue... When I went to check the values they were the exact same as what you gave me...

Just to confirm, are those the right values for you? Is your screen 1920x1080 resolution? Because laptops often aren't.
